Why are non-military Government agencies, purchasing billions (not millions) of bullets and arms?
Recently, Homeland Security, the IRS, Department of Education, Social Security Administration, the NOAA and other agencies have been purchasing assault weapons and ammunition. Not ordinary ammunition for target practice but hollow point shells designed solely to kill the victim. What makes this additionally strange is that these agencies can only operate inside of the United States. Homeland Security alone purchased 1.2 Billion hollow point shells.
